Definition-
A research scholar fosters the exchange of ideas between Americans and foreign nationals and stimulate international collaborative teaching, lecturing and research efforts. (A research scholar is not the same as a short-term scholar - - (Note: Short-term Scholars Link Here)
Purpose-
The exchange of research scholars promotes the exchange of ideas, research, mutual enrichment, and linkages between research and educational institutions in the United States and foreign countries. It does so by providing foreign professors and research scholars the opportunity to engage in research, teaching and lecturing with their American colleagues, to participate actively in cross-cultural activities with Americans, and ultimately to share with their countrymen their experiences and increased knowledge of the United States and their substantive fields.
Duration of participation.
The research scholar shall be authorized to participate in the Exchange Visitor Program for the length of time necessary to complete the program, which shall not generally not exceed five consecutive years. (Less than 60 months.)
Visa?
A research scholar travels on a J-1 visa. (Spouses or dependents travel on a J-2 visa.)
Minimum Insurance Requirements?
US regulations require that individuals participating in an exchange visitor program have insurance in effect which covers the exchange visitor for sickness or accident during the period of time that an exchange visitor participates in the exchange visitor program.
The minimum insurance coverage shall provide:
(1) Medical benefits of at least $50,000 per accident or illness;
(2) Repatriation of remains in the amount of $7,500;
(3) Expenses associated with the medical evacuation of the exchange visitor to his or her home country in the amount of $10,000; and
(4) A deductible not to exceed $500 per accident or illness.
(5) Must be underwritten by an insurance corporation having an A.M. Best rating of “A–” or above, an Insurance Solvency International, Ltd. (ISI) rating of “A-i” or above, a Standard & Poor's Claims-paying Ability rating of “A–” or above, a Weiss Research, Inc. rating of B+ or above, or such other rating as the Department of State may from time to time specify.
And if you intend to travel with a spouse or a dependent, the regulation goes on to state that:
(6) An accompanying spouse or dependent of an exchange visitor is required to be covered by insurance in the amounts set forth in (1) to (4) above.
According to the regulations, "an exchange visitor who willfully fails to maintain the insurance coverage set forth above while a participant in an exchange visitor program or who makes a material misrepresentation to the sponsor concerning such coverage shall be deemed to be in violation of these regulations and shall be subject to termination as a participant....A sponsor shall terminate an exchange visitor's participation in its program if the sponsor determines that the exchange visitor or any accompanying spouse or dependent willfully fails to remain in compliance with this section.
